Creteia-Flaviopolis was a minor Bithynian city whose dual name reflects two distinct phases of Roman patronage — the original settlement and a later refoundation honoring the Flavian dynasty. Provincial bronze of this city is genuinely scarce; it was never a major mint center, and civic coinage here was issued sporadically rather than as a sustained municipal program. The reign of Septimius Severus saw a modest revival of provincial bronze production across Bithynia, partly driven by the need for small-denomination coinage following the disruptions of the Year of the Five Emperors.
