Philip I's reign saw an unusual surge in provincial bronze output across Phrygia, partly driven by the emperor's need to cultivate loyalty in the eastern provinces following his accession after the death — almost certainly murder — of Gordian III near Zaitha. The magistrate name preserved in this legend, Julius Quadratus, identifies the issuing archon responsible for authorizing the coinage at Cotiaeum, a practice that made provincial officials personally accountable for the coin's production and, implicitly, its quality.
Cotiaeum sat on the road between Synnada and Dorylaeum, which kept it administratively relevant without making it a major mint center.
