The inscription ΚΟϹΜΟϹ ΕΥΤΥΧΕΙ — roughly "may the world prosper" — is an unusually grandiose civic formula, and its pairing with Commodus's name reflects the early optimism of his reign before his behavior alienated the Senate so thoroughly that his memory was formally condemned after his assassination in 192. Nicaea, as one of Bithynia's leading cities, competed aggressively with neighboring Nicomedia for provincial primacy, and flattering imperial coin legends were part of that civic rivalry.
