Colonia Augusta Emerita — modern Mérida, Spain — was founded around 25 BC as a settlement for veterans of the Cantabrian Wars, and its mint was among the most prolific in the western provinces under Augustus and Tiberius. The city held the rank of capital of Lusitania, which gave its civic coinage unusual political weight. Issues bearing Tiberius's name continued the Emeritan tradition of substantial, well-produced bronzes that circulated widely across the peninsula.

RPC I 33 is attributed to a late phase of the Emeritan mint's activity, struck under the authority of local magistrates whose names appear in the die records for this type.
