Cyzicus held the rare distinction of receiving the title *neokoros* — temple warden of the imperial cult — twice over, which is precisely what the Β on this coin records. The city lobbied aggressively for such honors; a second neokorate was a mark of significant political capital with Rome. Gallienus, fighting on multiple fronts simultaneously during the 260s and briefly ruling without a co-emperor after his father Valerian's capture by Shapur I in 260, had ample reason to keep wealthy Mysian cities loyal through exactly these kinds of honorific concessions.
