Nicopolis ad Istrum, founded by Trajan near the Danube frontier following his Dacian campaigns, was among the most prolific provincial minting cities in Moesia Inferior — and the reign of Elagabalus represents one of its busiest periods. The city struck an unusually wide range of bronze denominations under his brief rule, likely reflecting strong local commerce along the river road connecting the Danubian legionary bases.
Elagabalus never visited the region. The coins were authorized and managed entirely by the provincial governor, whose name occasionally appears in the legends.
