Odessos — modern Varna on the Bulgarian Black Sea coast — was a Milesian foundation that retained active civic coinage rights well into the third century. Under Elagabalus, the city minted prolifically despite the emperor's short and chaotic reign, which ended with his murder by the Praetorian Guard in March 222. Provincial bronze issues from Moesia Inferior during this period were produced entirely on local civic authority, with Rome exercising no direct control over types or output volumes.
