Germe was a minor Mysian city whose coins are rarely encountered, issuing bronze almost exclusively during the third century under the authority of local magistrates — the ΕΠΙ formula naming Perperos here being the sole record we have of his tenure. Philip I's reign was bracketed by military crisis: he came to power after engineering, or at minimum facilitating, the death of Gordian III on the Persian frontier, and he died at Verona in 249 fighting the usurper Decius. Provincial bronzes struck in his name had a short window.
