The Koinon of Bithynia was the provincial assembly — a league of cities granted the right to issue coinage honoring the emperor as part of the imperial cult. Hadrian was unusually attentive to this region; his grand tour of the eastern provinces in 123–124 AD brought him through Bithynia, and the cities of the Koinon competed aggressively in demonstrations of loyalty. The death of Antinous in the Nile in 130 AD had particular resonance here, as the young favorite was himself Bithynian, born near Claudiopolis.
