Hadrianopolis in Phrygia — not to be confused with the more famous Thracian city — was a minor civic mint operating under the authority of the Conventus of Philomelium. The magistrate name ΚΛΕΑΡΧ rendered in the legend identifies a local strategos, one of the civic officials whose names Roman provincial mints routinely incorporated as a form of municipal accountability. Trebonianus Gallus reigned barely two years before being murdered by his own troops in favor of Aemilianus, making issues from his brief reign inherently limited in total production across all provincial mints.
