Bruzus was a minor Phrygian settlement in the conventus of Apamea whose civic coinage output was modest even by provincial standards. The dedicatory formula ΡΟΥΦΙΝ ΑΝΕΘΗΚ identifies this piece as a civic dedication — a local magistrate or benefactor named Rufinus funded the striking, a common but historically grounding practice in which Anatolian elites subsidized coinage as a form of public munificence during the Severan period.
