These provincial bronzes were struck on local authority — the city controlled the types, the magistrates' names, and the pace of production — while Rome retained no meaningful oversight beyond tolerating the practice. The VII.1#684.1 reference places this piece within Schwertheim's corpus of Phrygian civic issues, a classification that remains the standard for this region despite its uneven coverage of die linkages.
