Nicopolis ad Istrum — not to be confused with the Epirote city listed here — was among the most prolific provincial mints of the Severan period, but this issue comes from Augustus's foundation in Epirus, established to commemorate his victory at Actium in 31 BC. Under Elagabalus, provincial bronze continued circulating through the Greek east largely because the imperial silver coinage was being debased aggressively in Rome, making locally struck bronze a more trusted medium for small transactions.
