Cotiaeum — modern Kütahya in western Turkey — was a modest conventus center under Synnada, one of the administrative districts Rome used to organize judicial and civic affairs across Phrygia. The magistrate named in the legend, Ti. Claudius Secundus, held the local office responsible for authorizing bronze civic issues of this kind; his Latin-inflected name reflects the deep penetration of Roman nomenclature among Phrygian civic elites by the Flavian period.
Vespasian's accession in 69 AD, following the chaos of the Year of the Four Emperors, prompted a wave of loyalty coinage from Asian civic mints eager to align themselves with the new dynasty.
