Hadrianopolis in Phrygia — not to be confused with the more famous Thracian city — was a minor civic mint operating under the conventus system, which grouped provincial towns under Roman administrative jurisdiction for legal and financial purposes. The magistrate name preserved in the legend, Klearchos, places this coin within a narrowly documented sequence of local issues under Trebonianus Gallus, whose two-year reign followed the death of Decius at the Battle of Abritus in 251. Gallus's decision to conclude a controversial peace with the Goths — allowing them to withdraw with plunder and Roman prisoners — damaged his reputation almost immediately upon accession.
