The neokoros titles encoded in this coin's reverse legend — acknowledging Nicomedia's double temple-wardenship — reflect the city's fierce rivalry with Nicaea over provincial primacy in Bithynia. That competition played out partly through the accumulation of imperial cult honors, and coins broadcasting neokorate status were explicitly civic propaganda in that struggle. Maximinus Thrax, the soldier-emperor who never visited the eastern provinces and was reportedly illiterate, would have been indifferent to the honor; the city issued it for its own purposes.
