The Koinon of Bithynia was the provincial assembly — part religious league, part political body — responsible for organizing the imperial cult across the region. Coins issued under its authority were not circulating currency in the conventional sense; they functioned primarily as festival and ceremonial pieces tied to the cult games held in Hadrian's honor. Bithynia was particularly invested in cultivating Hadrian's favor, having been the home province of Antinous, whose death in the Nile in 130 AD prompted an empire-wide deification program centered partly on Asia Minor.
