She holds a wreath extended in her right hand and a long palm branch in her left, both attributes emblematic of victory and civic honour. The figure is rendered in typical provincial style and stands above a ground line within a dotted border. The ethnic legend ΝΙΚΑΙΕΩΝ runs around the periphery of the field, identifying the issuing city of Nicaea.

Nicaea was among the most productive civic mints in Bithynia during the Severan period, and its output under Elagabalus reflects the city's continued effort to assert local prestige through bronze coinage at a moment when the emperor himself was deeply preoccupied with installing the cult of his solar deity in Rome. The city's Greek identity — signaled by the ethnic ΝΙΚΑΙΕΩΝ — was a deliberate civic assertion, not administrative boilerplate.

Nicaea and its rival Nicomedia competed aggressively for imperial favor and the title of "first city" of Bithynia throughout this period.
