Nicaea Cilbianorum was a small inland community in the Lydian conventus of Ephesus — not to be confused with the far more prominent Nicaea in Bithynia. The magistrate named in the legend, Claudius Melito, was a local civic official whose tenure fell within Antoninus Pius's reign, one of the more stable periods for provincial bronze production across Asia Minor. Such hyper-local civic issues were funded and administered entirely at the community's own expense, with no imperial mint involvement.
