Dora (modern Dor, on the Israeli coast south of Haifa) was among the cities that enthusiastically backed Vespasian's imperial bid in 69 AD, the Year of the Four Emperors. The city's civic coinage bearing his name effectively constitutes a public declaration of loyalty before the outcome of that brutal civil war was settled. The "L ΒΛΡ" notation indicates regnal year 2 of a local era, almost certainly the Pompeian era reckoned from 63 BC.
