The composition follows a well-established provincial type associating the city of Nicopolis with its patron goddess. The encircling Greek legend ΙΕΡΑϹ ΝΕΙΚΟΠΟΛΕΩϹ, meaning 'of sacred Nicopolis', runs around the reverse field.
