Pergamum held the title of the first city in Asia to establish an imperial cult — a distinction the city leveraged aggressively in its coinage. The magistrate name preserved in the legend, Claudius Kephalinos, allows this issue to be placed within a specific administrative moment early in Hadrian's reign, when the new emperor was still consolidating his relationship with the Greek East. The ΤΟ Β designation in the field indicates a second term for Kephalinos, a detail that has helped scholars sequence the city's Hadrianic bronze output with unusual precision.
