Hypaepa was a minor Lydian city whose coins almost invariably name the serving strategos — here Titus Flavius Hierax — making civic bronzes from this mint unexpectedly useful as prosopographical documents. The magistrate formula ΕΠΙ with a named official was a convention of the Ephesian conventus, where Roman administrative oversight ran deep enough that local magistrates competed openly for the prestige of appearing on the coinage.
Septimius Severus secured the eastern provinces after defeating Pescennius Niger at Issus in 194 AD, and cities throughout Lydia rapidly realigned their civic output to flatter the new dynasty.
