Samos mint output under Septimius Severus was modest and geographically peripheral to the major provincial striking centers of Asia Minor. The island's civic coinage during this reign falls within a broader reorganization of provincial mint activity that followed the civil wars of 193 AD — the Year of the Five Emperors — during which eastern mints aligned quickly with Severus after his defeat of Pescennius Niger in 194.

The Conventus of Miletus administered civic coinage across a cluster of Aegean island and coastal communities; Samos operated within that framework with limited and irregular output, which accounts for the relative infrequency of surviving examples attributable to this specific civic authority.
