Hierapolis in Phrygia held the title of neokoros — temple warden of the imperial cult — and the ΟΜΟΝΟΙΑ (homonoia) type signals a formal concordat between two cities, almost certainly struck to commemorate a diplomatic or religious agreement with a neighboring polis. These alliance coinages were a distinctly eastern provincial habit, used to advertise civic prestige as much as to mark any specific treaty. Hierapolis was aggressive about collecting neokoros titles, eventually holding the honor multiple times, and coins invoking that status were part of a deliberate civic branding effort during the Severan and later periods.
