Cotiaeum, a Phrygian city in the Synnada conventus, operated under a magistrate system in which local officials — here rendered as ΕΠΙΜΕ, shorthand for ἐπιμελητής — bore personal responsibility for the coin issue, their names inscribed as a form of civic accountability. Σωσθένης held that role during Domitian's reign, one of dozens of such magistrates known from Phrygian bronzes of the period. The conventus system tied these cities administratively to Rome while leaving day-to-day civic currency largely in local hands.
