Maeonia was a minor Lydian community whose civic coinage depended entirely on the goodwill of whatever magistrate held office — the ΕΠΙ ΑΠΟΛΛΩ formula names an eponymous official, here serving his second term (ΤΟ Β), which is why the same magistrate's name can appear across multiple die pairings with slight formulaic variation. Under Hadrian, provincial bronze of this scale circulated purely at the local level, covering small transactions the Roman silver system never reached.
