Elaea was a small coastal polis on the Caicus River delta in Aeolis, functioning primarily as the port city serving Pergamum. Under Hadrian, civic bronze issues like this one proliferated across the conventus as communities competed for imperial favor — Hadrian's extensive tour of the eastern provinces between 124 and 129 AD prompted numerous cities to strike coins acknowledging his visits or seeking his patronage. Whether Elaea received an actual imperial visit is unrecorded, but the minting activity tracks closely with that window.
