| Obverse description | Veiled and draped bust of Boule facing right, rendered in the typical provincial style of Asia Minor under the Severan dynasty. The veil falls softly over the head and shoulders, conveying the personified sanctity of the civic council. The legend ΙΕΡΑ ΒΟΥΛΗ (Sacred Council) frames the bust, identifying the allegorical figure.
