The dedicatory inscription naming Theudianus as the dedicant identifies this as a civic issue funded — or at least formally dedicated — by a local benefactor, a common arrangement in Smyrna where wealthy citizens competed for the honor of sponsoring coinage as a form of public munificence. Smyrna held the prestigious title of twice-neokoros under Antoninus Pius, a distinction granted for maintaining imperial cult temples, and civic bronzes from this period reflect the city's aggressive cultivation of its relationship with Rome.
