Heraclea Pontica had a complicated relationship with Rome by the time Septimius Severus came to power — the city had backed Pescennius Niger in the civil war of 193–194, a losing choice that cost other cities dearly. Whether Heraclea escaped serious reprisal is not entirely clear from the sources, but the continuation of civic bronze coinage under Severus suggests the city retained its minting privileges throughout his reign.
