Prusias ad Hypium sat on the Hypius River in Bithynia, a region whose cities competed aggressively for imperial favor through coin production and honorific titles. Severus, fresh from the civil wars of 193 that eliminated Pescennius Niger and Clodius Albinus, received particularly enthusiastic loyalty from eastern cities — many of which had backed the wrong man and were working hard to rehabilitate themselves with the new dynasty.
