The ϹΕΟΥΗΡΕΙΑ ΝΙΚΑΙΕΙΑ inscription marks this as a festival issue — the Severeia, games established at Nicaea in honor of Septimius Severus following his consolidation of power after the civil wars of 193 AD. Provincial cities across Bithynia competed aggressively for the right to host imperial cult games, and Nicaea's Severeia was part of that scramble for prestige and the economic traffic that festival crowds brought. The city already held the title of metropolis against its rival Nicomedia, a dispute that ran for generations through Roman imperial administration.
