Nicopolis ad Istrum was founded by Trajan around 102 AD to commemorate his victory over the Dacians near the Iatrus river, and it became one of the more prolific civic minting centers in Moesia Inferior — issuing bronze coinage across a remarkable range of emperors throughout the second and third centuries. Under Elagabalus, the city's mint continued operating under the authority of the provincial governor, with local magistrate names typically appearing on issues of this period, though smaller module pieces like this often omit them.
