Pergamum held a unique position in the imperial cult network — it was the first city in Asia Minor to receive permission to establish a temple to a living Roman emperor, granted to Augustus in 29 BC. By Domitian's reign, the city was competing aggressively with Ephesus and Smyrna for primacy within the Pergamene conventus, and local magistrate coinages like this one, naming the strategos Kephalion, were partly exercises in civic self-promotion. The strategos' name on the die anchors the issue to a specific annual magistracy, making it a rare administrative timestamp.
