Nicaea's civic bronze issues under Septimius Severus were produced during a period when the city was aggressively cultivating imperial favor — Severus had won the civil wars of 193–197 partly through the loyalty of eastern cities, and municipal mints across Bithynia responded with sustained striking activity that functioned as much as political gesture as practical currency.
