Apamea was granted the status of a Roman colony — Colonia Iulia Concordia Apamea — following Julius Caesar's settlement of veterans there, and this issue belongs to the early Augustan phase when local magistrates were still asserting colonial identity through coin production. The duoviri named in the legend, C. Cassius and his colleague, exercised their office within a civic framework Rome had deliberately transplanted into Bithynia after Lucullus and Pompey reorganized the province in the 60s BC.
