Elaea was a minor coastal polis in Aeolis whose civic coinage under Septimius Severus was almost certainly authorized through the conventus at Pergamum rather than by any direct imperial engagement with the city itself. The town had served historically as the port of Pergamum, and its continued coin production into the Severan period reflects the administrative tidiness of the conventus system rather than any particular local prosperity.
