Tiberias was founded by Herod Antipas around 20 AD and named for the reigning emperor — a city built partly over a Jewish cemetery, which made it ritually unclean and slowed Jewish settlement for decades. By 79 AD, the city was issuing bronze civic coinage under Roman oversight in the aftermath of the First Jewish War, during which Tiberias had surrendered to Vespasian without significant resistance, a calculated pragmatism that preserved the city's minting privileges into his son Titus's reign.
