Utica was one of the oldest Phoenician settlements in North Africa — older than Carthage itself — and received municipal status under Julius Caesar or shortly after. The duoviri responsible for issuing civic bronze under Tiberius were asserting local administrative legitimacy through coin production, a privilege tightly controlled by Rome.
