Flavia Neapolis was a Flavian foundation — Vespasian established it in 72 AD on the site of ancient Shechem, largely to consolidate Roman administrative control over Samaria following the Jewish War. The city's coinage under Domitian reflects its status as a loyalist outpost: the emperor's titulature on these bronzes was kept current with his evolving nomenclature, which is partly why RPC II distinguishes multiple types across this narrow five-year window.
The RPC Online references split this issue across at least two die groupings, with 2224A representing a later addition to the corpus not present in the original print edition.
