Dozens of German municipalities issued Notgeld in odd fractional values during the 1921 inflationary surge, deliberately choosing denominations like 99 Pfennig to sidestep Reichsbank regulations that technically governed notes issued at or above round values. Whether the legal logic was sound mattered less than the practical result — local scrip flooded the Rhineland while central monetary authority was visibly crumbling. The print run of over twelve million pieces is unusually large for a Kleingeldschein of this type, suggesting Bad Honnef was supplying neighboring communities as well as its own retail trade.
