This note was issued not by a bank or government ministry but by a veterans' welfare federation representing war invalids and the bereaved families of fallen soldiers — one of dozens of quasi-private emergency issuers that proliferated across Austria in 1920 as postwar Kleingeldnot, the acute small-change shortage, left ordinary commerce grinding.
