Lofer is a small market town in Salzburg province, and like hundreds of Austrian municipalities, it issued its own emergency currency — Notgeld — during and after the First World War when small-denomination coinage effectively vanished from circulation. The 99 Heller denomination is one of the odder face values produced during this period, a deliberate choice by many issuers to avoid the round numbers that might tempt collectors and keep the notes in actual use.
Wagner of Innsbruck handled a significant volume of Tyrolean and Salzburg regional Notgeld, and the Lofer issue falls squarely within that provincial printing network.
