Monte della Pietà di Roma was a charitable lending institution, not a state bank — its notes circulated as a practical substitute for coinage in a city chronically short of hard currency. By 1797, the Papal States were under severe financial strain from the Treaty of Tolentino, which had forced Pope Pius VI to surrender substantial territories and pay a massive indemnity to Napoleon's French Republic. Notes like this one were instruments of fiscal improvisation as much as anything else.
The 95-scudo denomination is an odd figure that almost certainly reflects a specific debt or deposit instrument rather than a general circulation face value. Round denominations these were not.
