| Obverse description | Plain grey guilloche underprint covers the entire field. At upper centre, the title inscription in Cyrillic reads 'Купон білета Державної Скарбниці' with a secondary line noting validity for 10 years from 1 July 1921. The 90 shahiv denomination is one of the stranger artifacts of Ukrainian monetary history — an odd fractional value that makes immediate sense only when you know it derived from the old Russian ruble system, where 90 kopeks had practical exchange significance during the transition away from tsarist currency. The Ukrainian State Treasury issued this series in 1918 under the Central Rada and its successor governments, a period when monetary authority changed hands with alarming speed between the Rada, the Hetmanate, and the Directorate.
Designed by Heorhiy Narbut, whose influence on early Ukrainian graphic arts was considerable, the series was printed under chaotic wartime conditions. Narbut died of typhus in 1920, never seeing the currency outlast the republic that issued it.
