Wolfern is a small market commune in Upper Austria, and like hundreds of similar municipalities it resorted to Notgeld in 1920 when the postwar coin shortage left everyday transactions nearly impossible. The 90 Heller denomination is characteristic of the period's awkward arithmetic — change-making required denominations that no prewar monetary system would have bothered to print.

Austrian municipal Notgeld of this type was typically printed locally in small runs, with no central oversight of design or quantity. Redemption was theoretically guaranteed by the issuing commune, though in practice many issues were never redeemed at face value once the Krone began its terminal inflation slide later that same year.
