Austrian municipal emergency money — Notgeld — proliferated after World War I as coins vanished from circulation due to hoarding and metal shortages. Mödling, a small town south of Vienna, was among hundreds of Lower Austrian communities that issued their own provisional scrip rather than wait for the central government to resolve the coin famine. The Mödlinger Nachrichten, the local newspaper, acted as issuing authority here — an arrangement that was genuinely common in this period, with printers, merchants, and civic organizations all stepping in to fill the gap.
The 90 Heller denomination is characteristically awkward, a value that exists purely because 10 and 20 Heller coins were the specific denominations that had disappeared from daily use.
