Kroisbach was a small municipality in the Steiermark region of Austria, and like hundreds of similar communities it resorted to printing its own emergency fractional currency — Notgeld — during the acute coin shortage that followed World War One. The 90 Heller denomination is an odd one, suggesting the commune was trying to cover specific change requirements that rounder values couldn't address.
Austrian communal Notgeld of this type was typically valid only within the issuing locality and redeemable for a limited period, after which unsurrendered notes were simply voided — a deliberate mechanism to claw back float and discourage hoarding by outsiders.
