Penking is a small village commune in Upper Austria — the kind of place that would never have issued currency under normal circumstances. These Heller notes exist because Austria's postwar coin shortage was catastrophic enough to push even tiny rural municipalities into emergency money printing. The Notgeld wave of 1919–1921 was an administrative embarrassment that the central government could neither stop nor fully endorse.
The 90 Heller denomination is an odd choice — most Notgeld series favored round figures — suggesting Penking was filling a specific gap in local change rather than issuing for completeness or collector appeal. Designer F. Sieder was likely a local figure rather than a professional illustrator.
